McConnell promised his homies in The House (Repubs) that the Unemployment increase that a lot of Americans are enjoying "will not be in the next bill". He's waiting to see how the almost $3 trillion which was previously approved plays out before bussin a move on the next relief legislation. He's gonna make sure that the end-product doesn't look anything like what the Democrats just passed.
